Tat Shum (ATF)
Chair

Mr. Shum has 26 years of experience in law enforcement and community services including his local and state government experience in Pennsylvania. He began his career in federal law enforcement for the United States government as a Criminal Investigator in 1999. He has served in many pivotal leadership positions and received many meritorious volunteer leadership awards throughout his distinguished career. In addition to DOJ Pan Asia, he is a member of the Federal Asian Pacific American Council (FAPAC), International Association of Bomb Technicians and Investigators (IABTI), Federal Law Enforcement Officers Association (FLEOA) and the Fraternal Order of Police (FOP). He has served in various volunteer leadership positions during the last ten years.  Tat is the current Chair of the national Nomination and Election Committee (NEC) for FAPAC.  He is also the elected Operations Vice President for the Federal Law Enforcement Officers Association 2023-2027.    

Linda Cheng (CIV)
Vice Chair

Linda Cheng is Vice-Chair of DOJ Pan Asia, and a Trial Attorney in DOJ's Civil Division.  Ms. Cheng joined the Department in 2008 through DOJ's Honors Program, and is currently serving a one-year detail in the Constitutional and Specialized Tort Litigation Section. She is a graduate of Northwestern University and the University of Illinois College of Law.

Judy Bao (CRT)
Special Events Committee Chair

Judy Bao is a trial attorney for the DOJ Civil Division’s Fraud section. Prior to joining the DOJ, she worked on election protection issues at the Texas Civil Rights Project. Before that, she clerked for the Hon. Jane Kelly in the U.S. Court of Appeals for the Eighth Circuit and the Hon. Ron Clark in the U.S. District Court for the Eastern District of Texas, and was a litigation associate at Pillsbury Winthrop Shaw Pittman. She received her J.D. from the University of Michigan Law School and her B.A. from Carleton College.

Minh works for the DEA and has served in various domestic and international DEA offices.  Minh is currently assigned to DEA headquarters in Washington DC.

Melody Caprio (CRS)
Executive Council Representative

Melody Caprio is the Representative of DOJ Pan Asia for the Community Relations Service (CRS), and also serves as a Co-Chair of Special Events for DOJ Pan Asia. Ms. Caprio is also a Program Analyst and Intern Coordinator at CRS, where she evaluates, assesses, and develops programs created to assist communities experiencing conflicts arising from differences in race, color, or national origin, gender, gender identity, religion, sexual orientation, and disability.  For example, Ms. Caprio assisted in the creation of CRS’ Sikh Cultural Competency Training which was recently unveiled in an effort to educate communities and prevent violent hate crimes against Sikhs.

While in law school, Ms. Caprio served as an law intern for the U.S. Attorney’s Office for the Northern District of New York.  Prior to law school, Ms. Caprio worked for Senator Joseph I. Lieberman in his Connecticut District Office.  Ms. Caprio received her undergraduate degree from St. Lawrence University, and her Juris Doctor degree from Albany Law School.  Melody lives in Virginia with her husband Andrew, two-year-old son, Jack, and one-year-old daughter Olivia.

Samuel Go (CIV)
Board of Advisor

Samuel P. Go is the Past Chair of DOJ Pan Asia, and also serves as Senior Litigation Counsel for the Civil Division’s Office of Immigration Litigation.  As Senior Litigation Counsel, Mr. Go litigates immigration cases in federal courts nationwide and supervises a team of trial attorneys and support staff.  Since joining the DOJ in 2006, Mr. Go has drafted three Supreme Court briefs, litigated a number of class actions; and has successfully argued several cases in United States District and Appellate Courts across the country.  

 

Prior to joining DOJ, Mr. Go served as a federal law clerk in Raleigh, NC; a founding partner of the law firm of Nguyen, Chang and Go LLP in Los Angeles, CA; and an associate at an entertainment law firm in Beverly Hills, CA.  Mr. Go received his undergraduate degree at Brown University, and his Juris Doctor degree at Cornell Law School.
